Labour MP for Bournemouth East and National Energy Mission Champion Tom Hayes is an award-winning leader in green infrastructure. With a decade of experience on Oxford City Council, he spearheaded investments, including national demonstrator projects, and pioneered urban decarbonisation projects such as the world’s first Zero Emission Zone, the UK's largest public solar carport and the world’s most powerful electric vehicle charging network, and the world’s first grid-scale hybrid battery. Tom led the introduction of the first Citizens’ Assembly on Climate Change by a UK city, the installation of cutting-edge ground source heating infrastructure, innovative off-street electric vehicle charging technologies, chaired a partnership of major anchor institutions to achieve zero carbon by 2040, and worked to secure funding for the all- electric bus fleet which has been rolled out across Oxford. Tom’s work in social justice extends beyond the environment. As CEO of Elmore Community Services for five years, he established mental health, adult eating disorder, domestic abuse, older adult mental health, and homelessness services and chaired key delivery partnerships.
His work continues in Parliament, where he remains committed to enhancing policy, funding frameworks, and partnership models for green infrastructure and essential support services.
